reorganizing and reformatting material I already
had, adding additional developments and information
that had been specified, if not already in existing

By
Friday afternoon, I wanted to send out what I had,
regardless of formatting condition, etc., because I
was very anxious for an investigation to begin as
soon as possible. At this point, I still had
not been able to ask anyone there if they actually
also try to find and rescue victims

initial draft faxed Friday, from between about
5:20 to 5:50 pm (I believe there was difficulty
getting the fax through)

In
my conversation with the person who would be
receiving the fax and confirming its receipt, I was
assured that, even though it was now a weekend, that
someone would be reviewing the material over the
weekend. However, the person could not say who
that may be nor provide a number I could use to
contact DOJ/CRD over the weekend, other than the
"hotline" number I had used the week
before. (The number I was using to speak with
this person was in an office which closed for the
weekend at 6 pm Fridays.

Call
to my cell phone received by me from Andrew
Lelling of the U.S. Department of Justice, Civil
Rights Division
in response to email. Call came at 4:37 pm,
duration 24 minutes

He
had received the material I'd sent that day,
reviewed some of it and continued to review
during our interview. He answered some of
the questions I had regarding what DOJ/CRD may
be able to do about the case.
As I explained the reasons I was stressing that
extra caution was needed in handling the
material I sent, including in the contacting of
local law enforcement and federal investigative
agencies, Lelling said that, if I had any
possible evidence of infrastructure involvement,
I should that to them, also.
I told him that I was concerned that doing
anything like that would divert efforts from
trying to rescue Dave and other victims, or
somehow slow the process of the request I'd
submitted.
His response was that anything I may submit
relating to possible evidence of infrastructure
involvement would be handled as a separate case
and would not impact the investigation I had
requested.

falsely arrested within hours after receiving
that call and the request for this information

After
Yefat Lezi identified herself as someone from DOJ/CRD,
I told her of my telephone appointment and asked if
her call pertained to that. She said it did.

After
about 15 minutes past the appointed time for me to have called
Linda Troup,
Yefat Lizi
brought her questioning of me to a close and told me that the reason she had
called me was to tell me that DOJ/CRD was not going
to accept my request for investigation, and said
that what I'd submitted to
DOJ/CRD was not the type of (something like) complaint they
handle.
When I asked what would make it that,
she told me that David
had to report this to them himself or, if I was
saying that he had been taken by force, I had to
provide them with medical records that proved that

confronted the caller with evidence she was
providing that her call to me may not have been
legitimate and started asking her questions about
how she had acquired the material I had sent to DOJ/CRD,
who had directed her to call me, etc..

"Y.
Levy" is the actual name of the person who
seems to have sent the 07/11/03 letter, so
possibly the person who also made that phone
call to me. (I believe that I had the
person who called me spell the name she was
using to do so.)

letter was evidently found in

1.wpd" through what seems to have been an
administrative chronological search of network
documents.
