Groton force welcomes new officers, dog

"The town returned a bomb-detection dog after its handler,
former Officer Albert Smythe, was accused of engaging in
'unbecoming conduct' and violating the department's rules
regulating handlers and their police dogs for a 2002 incident in
which his dog allegedly bit a state trooper in the scrotum.
Smythe has since resigned to take another law enforcement
position in Florida."

State Trooper sues Groton, town police over dog-biting
incident

"Groton - A state trooper who alleged he was bitten in
the scrotum by a town police dog two years ago is suing the
town, the town police chief and the former police officer
who handled the dog. Trooper Michael Thomas is seeking
compensatory and punitive damages in connection with the
incident, which occurred Oct. 6, 2002, at the Groton Town
police station.
...According to police, the town launched the probe after
receiving a report from a local hospital about Thomas'
treatment for "soft tissue trauma" in his penile
area. A clinical exam found blood in his urine, but no
cuts in the scrotum area.
...The police investigation found Smythe and Thomas had a
brief exchange a couple of hours before ...when Smythe said
he saw Thomas interact inappropriately with an unnamed
female town officer. The female officer told
investigators that Thomas, a close friend, did nothing
improper or offensive. She reported that Smythe told
her he though Thomas was accusing him of the dog-biting to
counter any claim Smythe may bring against the trooper for
harassment."

activity that may indicate possible community awareness of the stand-off
that had been taking place
It
is possible that there was, indeed, a large gathering on the Mystic Drawbridge,
located near the corner of Cottrel Street and diagonal from Jon's Cafe, and near
Gravel Street, a half block west of the bridge, and that it was due to the
community's awareness of the stand-off in progress in John's Cafe, between Dave
and myself against four members of the spg, i.e., Laura Joyner ("queen
bee"), Rus Dunbar ("sugar
daddy"), Angie Daughtry ("spg-a")
and Wendy ("spg-w"). All
through this day and the previous, during which the owner of John's Cafe and
myself, with the "help" of Bear,
were trying to find out what was happening to Dave, where he was being kept and
how we may be able to get him released, various members of the community had
come into John's Cafe, seemingly to keep vigil with us.

According
to the Stonington Police record of the incident, which I was only able
to acquire through FBI
FOIPA #0993702-000
received on 09/04/04, Stonington
police claim that I said that I was the one who reported a gathering on
the Mystic Drawbridge, which, if this were true, would also discredit
what I had relayed about the "stand-off" in John's Cafe for
the few hours before police arrived on the scene.

An examination
of that document, received in
FBI
FOIPA #0993702-000, revealed that it was
a falsified record which did not coincide with arrest information
supplied to me on 08/16/02 in the Promise
to Appear form. Tangible evidence is in the use of different
arrest identification number, and also listing five charges, rather than
the four actually charged against me.
