FBI FOI package #0993702-000, received September 4, 2004, 203 of
the 220 pages reviewed were released, includes two reviews by FBI
HQ:
from 01/23/05 - "little people" at play in modern-day slavery

62F-HQ-1077231-29(next three numbers written over, so
difficult to decipher) _ 11(?) notated "no [action]
warranted. The New Haven Office has attempted to address
correspondent's concerns. See attached e-mail from J(?)H"
and (name blocked out). It is initialed by "RMD-BHM."
The copy of the email to which it refers is dated August 12,
2003 and indicates that it included in attachment
"Pursuit call.wav," the highly "doctored,"
but what is supposed to be, 911 call I made relating to the
false arrest of 6/16/03. All of the included correspondence
between FBI NH and FBI HQ appear to have an August, 2003 date
and seems to be in response to the "2nd Faxed
Follow-Up" to FBI NH SAC Wolf, and cc'd to Mueller, on
June 6, 2003.
- File
62F-HQ-1077231-30766, the complaint sent directly to Mueller
on November 12, 2003, of Obstruction of investigation by FBI,
New Haven. The right edge of the notation does not appear in
the copy received "no [action] warranted. The New H_____
Office has repeatedly tried t_____ address Ms. LaBrecque's
allegations, which are base_____ and she refuses to accept
their conclusions." It is initialed by "RMD-BHM."
- It includes an inter-FBI
facsimile cover sheet to New Haven, NH 62-0014540, dated
8/8/03, from "Correspondence/Exec Sec. RMD, FBI HQ"
that has handwritten notations on the bottom, probably of the
FBI NH office, that are barely legible, "SSA (name
blocked out) - please draft a response, and if possible
include(?) documentation(?) of psychological inability(?)
& (per) Claudia(?)) info [with what may be an arrow
pointing to it for additional clarification, but blocked out,
then the next four words illegible]. Let me see it before it
goes out." Then the identification of the signer blocked
out. It also includes handwritten notation, "See attached
info from (blocked out)"
- It would not have
been possible to include documentation "of
psychological inability" because there was none.
However, evidently that handwritten notation was
forwarded, nonetheless

During what seems to be the time before my first
call to FBI New Haven and the end of the day, when I
finally get to speak to the FBI Duty Agent for the
Day, Laura
Joyner and Rus Dunbar
reportedly brought someone into the Stonington Police station who was supposed to
be Dave.

There
is a very good possibility that this visit to Stonington Police occurred
between the time of my early morning call to FBI NH, and by the
end of the day, when I was finally able to speak to FBI NH
Duty Agent
Barndolla,
the Duty Agent for that day.

Note:
although, during my January 2004 review of SPD files
received in December 2004, I had learned that SPD
had, in
fact documented that that had occurred, and the exact day
that happened, I did not see the correlation between the
timing of that incident and that of my calls to FBI NH
throughout that day. This was discovered because,
during the October 2005 review, incidents were being
organized in chronological order.
