Having decided to do so the night before, when I reviewed a faxed
document which was waiting for me when I returned home about 6 pm
Thursday, the evening before, I made an early morning call to FBI New
Haven, asking to speak with the SAC or his assistant. I was
directed to Jackie Bartley, Assistant to
Michael
Wolf, FBI New Haven Special Agent in Charge (SAC). She told me that all calls need to
go through the Duty Agent for the day and said that she would tell that
person to return my call.

By sometime around noon, I still had not received a call back so I
called Jackie Bartley again, this time explaining to her that there was
and urgency to my call. (It was now almost a month since Dave's
abduction.) By what she told me previously, I realized that I was
not to describe the situation about which I was calling, but I
eventually told her that the reason I was contacting FBI about this was
because I had received a document the previous afternoon that may
indicate that I should not rely on local police to handle the matter and
that they should not be alerted that I'd contacted the FBI.
She questioned me about this, saying that it was necessary that I tell
them what local police department may be involved. Reluctantly, I
revealed that it was Town of Stonington Police. She tried to
transfer my call to the Duty Agent of the day, but either the line was
busy or all I was able to do was to do was to leave a voicemail message,
if that office even has voicemail capabilities.
After
about an hour or so went by and I still had not received a call
back. It was also a Friday, which meant that, if I didn't get a
call through by the end of their workday, I wouldn't have the
opportunity to try again for another two days. I called
Jackie
Bartley again and told her
that I would fax her a copy of the document to which I was referring, so
that they may see why I had said what I did. I was also hoping
that submitting something concrete may increase the chance that I
would be able to get speak with the Duty Agent of the Day.
On the cover of the fax to Jackie
Bartley, I tried to reiterated that
that should not be the emphasis of my call. I wrote on the fax
cover, "for purpose of discussion, only," i.e., I was not
calling to make a complaint against Stonington Police
FBI
New Haven Duty Agent Barndolla, the duty agent for the day, never called me
back to return the message left for him by Jackie
Bartley. I was not able to speak with him until I, again,
called Jackie Bartley, emphasizing the desperation of the situation, and,
this time she made an effort to make sure that he answered my call being
transferred to him.
It was now toward the end of their workday and the end of their
workweek. Barndolla had a copy of the document that I had faxed to Jackie
and wanted to know why I had faxed that in to them. In his line of
questioning about that, I explained the improprieties that led me to
feel that I should not rely on
local police to handle the matter and that they should not be alerted
that I'd contacted the FBI. Admittedly, he seemed to be very much
in need of calling it quits for the week. He would not permit me
to direct the conversation, which meant that I was not getting an
opportunity to relay why I was calling. (At one point, I'll add
the notes of what was discussed in that conversation, which was mostly,
if not all, why I felt that SPD had acted improperly.)
It
was probably a few minutes past quitting time for him when he, FBI
New Haven Duty Agent Barndolla, screamed into the phone, "Go
tell it to the judge!"

I quickly called Jackie Bartley again and was able to reach her before
she left for the day. I told her that I was not at all pleased with
the way Barndolla had handled my call and asked her to discreetly
use the document I'd sent her to earlier to, at least, set up a file on the
case.
