Dear Selectman Dibble,
There is an issue I would like resolved as informally and discreetly as possible. One reason is that I would like to see the unfortunate circumstances surrounding it become a catalyst for significant improvement and much needed change. Along these lines, the second reason for this letter is to offer my services to help achieve that.

It is possible that neither you nor Chief of Police David Erskine are aware of a series of events involving myself and members of the Stonington Police Department that began on August 16 of this year. Part of that finally ended last Monday with the nolly of the four charges made against me.

The strangeness of the situation I suspected is considered a factor in how Stonington Police handled matters. It is/was a potentially serious and dangerous situation none the less. And the possible perpetrators effectively used that strangeness to divert police investigation from that potential seriousness and danger.

In the meantime, members of the police department engaged in behavior that would actually prevent a victim from trusting them enough to seek their assistance. It would also tend to frighten or discourage community members from trying to come to any victim's aid. Some of it also prevents or drastically reduces the chance of any future help reaching the possible victim.

A review of the five documents relating to the attached $512 bill for services requested of Lawrence & Memorial Hospitals by the Stonington Police may reveal to you examples of the type of behavior to which I am referring. My sense is that there has been enough adjustment in perception to prevent some of the events surrounding this case to be repeated. However, if so, that would only be a very small beginning.

There is obviously an organizational culture that permeates the department that creates the dysfunction, and considerable gap in the infrastructure, evident here. As a service to the community in general, I would like to enter into an agreement with the town to use my professional change and performance management services to try to help correct this.

My vantage point throughout this ordeal, beginning when Stonington Police arrived on the scene on Friday August 16th, my long-time standing as a community member, my “inside knowledge” of community elements that may contribute negatively, as well as what I've learned through the investigation I've been having to conduct myself since August 8th, can be used to considerable advantage. The visibility of this case within the community would eventually make what I am proposing even more effective in restoring public confidence as well as bringing about a cultural change. The first five hours of this project would be on a pro bono basis with subsequent hours charged by me to the Town of Stonington at $85.00 an hour plus expenses, billed on a weekly basis and payable upon receipt. Those first five hours would include the development of an initial plan, including the communication strategy in letting the rest of the police department know of the project and my involvement. The timing of this project is very important. Ideally it should begin in as soon as it possibly can.

In the meantime, please arrange for payment to Lawrence & Memorial Hospitals for the $512 bill.  Please also provide a copy of this material to Chief of Police Erskine.
